The post holder will support the Head of Capital in the implementation of the Trust Estate Strategy setting out policies, procedures and systems that are fully integrated within the Trust. The role will be essential in ensuring the establishment and review of an effective capital management and process system ensuring standard documentation is maintained and kept up to date to ensure the delivery of projects of the highest quality, fully compliant, delivered on time and to budget.
The role will further support clinical services for current and new service contracts, undertaking feasibility studies and development of drawings, specifications, cost plans and associated business cases to obtain formal approval.

To oversee and be professionally responsible, offering assurances to the Head of Capital for the operational development and commissioning of Health Service buildings, also providing professional support in the development and management of the Trust and Partner Trusts capital programme.
Where required provide professional and technical support to the Capital Managers and act as a facilitator to the design teams on standards of quality, finish and compliance with Health Building Notes (HBN) and Health Technical Memorandum (HTM) specification and guidance.

- Support the Head of Capital in identifying premises for Trust business needs in correlation to clinical needs, other leases / premises occupied and business development. Assisting in the identification and appraisal of future potential properties, assisting in the financial and non-financial appraisal and subsequent report/recommendation against specific Trust/Clinical or Operational requirements.
- Take the lead in the preparation of significant strategic business cases & ensuring the preparation of progress reports across all capital workstreams applicable to the agreed capital programme.

- To carry out full measured surveys and preparation of drawings, specifications and tender documents for minor works projects. Complete detailed AutoCAD drawings as a minimum standard general layouts, elevations and detailed section drawings.
- To manage and lead a portfolio of complex and specialist Capital Projects from project briefing through to completion of works on site. To plan and organise a broad range of activities unassisted and to consider the impact of each project within the portfolio on the Trust strategy ensuring PMO and other reporting processes are embedded within each project and clear lines of communication established.
- To advise clinical leads on a number of options available in order to meet a project brief and to manage expectations in order to provide efficient patient care and demonstrate best practice and value for money. This may involve highly complex, sensitive or contentious information whereby the Project Manager will be tasked with obtaining agreement or co-operation for Project solutions that may not meet the Client Brief, at which point derogation schedules and client sign off must be obtained.
- To communicate Project Updates regularly with information to include design options, detailed design, financial information, Contract options and information and programmes to Senior Managers, Estates staff and the relevant Trust Boards to obtain approvals to proceed and funding.
- To instruct and oversee that the Capital Backlog & Operational Co-ordinator implements legislation updates and amendments into Project processes and procedures.
- To support the Head of Capital in the development, monitoring and review of the Trusts Capital project processes and policies and standards relating to design, construction, procurement methods and performance.
- To ensure that all projects are undertaken in strict accordance with the Trusts control of contractor policy, Construction (Design and Management)Regulationsand all other statutory & mandatory standards.
- To manage the transfer of services into newly refurbished hospital buildings, ensuring that all medical, paramedical, ancillary and FM contractors integrate smoothly and fully support the patient and where applicable secure standards have been met and signed off prior to occupation by clinical leads, risk and the Trusts LSMS etc.
- To be responsible for all external contractors and professional consultants employed across the Project Managers portfolio of Capital Projects. To monitor all areas of performance including design, technical information, compliance, programming and site management. This will include managing quarterly and annual contractor and professional consultant performance reviews and annually advising the Head of Capital on performance status and whether the Trust should be making further appointments for their services based on previous performance and an analysis of their success in meeting Estates Projects Key Performance Indicators.
- Assist in the completion of internal and external property data returns and FOI, or such other returns when required. To be responsible for the collection, analysis, recording and reporting of data in line with DoH initiatives, liaising with Clinical Leads/Departments and other areas of the F&E department as required.
- Assist with negotiations of dilapidations and carry out surveys as necessary, appointing surveyors where appropriate. Instruct and undertake where required multi-facet, condition and Risk Adjusted Backlog, Maintenance surveys and property searches as and when appropriate.
- Undertake the preparation of schedules of condition and dilapidations and advising thereon and support the Property Manager in ensuring all dilapidations and any other repairing covenants are suitably accounted and an application for capital allocation identified and submitted on an annual basis for inclusion on the Trusts capital programme.
- Undertake and prepare property option appraisal reports (including financial budget costings), and to lead on the technical aspects of feasibility studies and option appraisals for full business cases advising on all tenancy implications or restrictions.
- To provide specialist knowledge across a range of specialist works and building knowledge including all relevant construction related legislation, Health Building Notes and Technical Memorandum to Clinical Leads, Projects team, Divisional Directors and various Senior meetings/Boards in person or in report format.
- To ensure the quality of schemes from contractors, external consultants and/or from in-house teams involved with the schemes.
- To manage out conflict (managing expectations) for the implementation of change to ensure achievable service delivery giving direction and guidance on options available to Clinical Leads when working to tight budgets and deadlines.
- To assist the Head of Capital and take the lead in the preparation of information as part of full Business Case submissions to include design options, detailed design, financial information, Contract options and information and programmes to Senior Managers, Estates staff and the relevant Trust Boards to obtain approvals to proceed and funding.
- To set up and lead Capital Project boards in order to liaise with clients and prepare design briefs to ensure quality and best value procedures for managing the schemes.
- To record any derogations from Statutory and Non statutory Guidance and Regulations and to communicate and advise on these derogations with Clinical Leads, Divisional Leads and the necessary Trust Boards.
- Role will take responsibility for the establishment and facilitation of users groups (clinical leads, estates, corporate professionals and external stakeholders) and lead on option appraisal workshops applying DH/NHS best practice (ie AEDET Toolkit) at the relevant stages of business case process.
- To produce specifications and schedules of work and all necessary contract documentation for Tender.
- The post holder will be required to undertake such additional duties or responsibilities, consistent with the role and grade, as may be allocated including attendance for training deemed applicable to the role.
