Digital Business Analyst– Inside IR35

Contract Term: 3 months (with possible extension)

Contracting Authority: Cabinet Office – Government Digital Service

Location: Hybrid Working (two days per week office based – London, Bristol or Manchester)

Job Purpose:

CDDO is a part of the Cabinet Office. It leads the Digital, Data and Technology function for government and puts the conditions in place for the UK Government to achieve digital transformation at scale. CDDO:

● leads government’s Digital, Data and Technology (DDaT) Function

● sets the strategic direction for government on Digital, Data and Technology

● sets Digital, Data and Technology Strategy and Standards, like the Technology Code of Practice, the Service Standard and Open Standards

● is responsible for cross-government DDaT performance and assurance, including Spend Controls

● leads capability building for digital professionals 2 CDDO’s vision is that by 2025 the UK government will be a transformed, more efficient digital government that provides better outcomes for everyone.

The System Reform Programme is focused on the following three commitments.

Mission One: Transformed Public Services that Achieve the Right Outcomes For key government priorities, the government will embed digital approaches and cross-functional teams into policy design and delivery.

Mission Six: A System that Unlocks Digital Transformation CDDO will work with HMT, Finance, Commercial and IPA to address systemic barriers to digital transformation including financial processes, business case and impact tracking challenges.

CDDO will support departments to fully implement these. All departments will, as a minimum, meet the definition of “good” for product-centric organisational structures and agile ways of working when self-assessed against the new Digital, Data and Technology Functional Standard.

As a Digital Business Analyst, your main responsibilities would be to:

• Research, analyse and document (as a process flow) the complete cross Government end to end process for procurement of digital products and services, including all guidance, advice, approval points and decision points. Following consideration of current areas which cause issues, propose areas for change, carry out investigation into viability of said changes and contribute to final recommendations.
• Work with and assist the User Researcher as they carry out User Research to better understand the user’s experience of the procurement process for digital products and services.
• Research, analyse and document (as a process flow) the complete Government end to end process for securing funding for a digital programme, from initial business case creation through to approval and post funding assurance and reviews. Including all guidance, advice, decision points and approval steps. Following consideration of current areas which cause issues, propose areas for change, carry out investigation into viability of said changes and contribute to final recommendations.
• Research, analyse and document (as a process flow) the end-to-end process for Government Policy creation, from initiation right through to service delivery, including approval points, decision points, creation of legislation and interfaces with DDaT delivery functions.

You’ll have relevant:

• Experience of working with, analysing and communicating data to a range of audiences
• Experience of communicating technical concepts to non-technical audiences
• Experience of delivering transformational change, making a difference in making things progress
• Experience of working in a fast-paced multidisciplinary team in which you have changed your delivery focus rapidly and regularly when needed.
• Demonstrable experience of building a culture of continuous delivery and improvement, ensuring that data is regularly analysed, maintained and improved.
• Experience taking initiative to deliver results collaboratively, but independently.
• Experience working in the technology sector.
