DIO is part of the Ministry of Defence (MOD). We are the Defence estate authority and play a key role in keeping our country safe. We are the primarily provider of Defence Infrastructure advice and delivery of infrastructure services both in the UK and overseas. We support the Armed Forces to enable military capability, and through infrastructure seek to improve the lived experience for our service personnel and their families by planning, building, maintaining, and servicing infrastructure throughout the infrastructure lifecycle of acquire, operate, maintain, and dispose. DIO Technical Services is a multi-disciplinary team which provides technical subject-matter expertise across a wide range of subject areas to support the operation of the Defence estate and land on which the MOD operates, both in the UK and overseas. The Team provides impartial and objective Intelligent Customer Capability to DIO, MOD and wider government, supporting UK Defence outputs world-wide. The specialist skills available through the Technical Services team span construction, engineering, electronic and physical security requirements, safety systems, environmental management, balanced development, access and recreation, historic environment and natural environment.

Person specification

The Head of Asset Class Engineering will own the DIO Technical Services Asset Class Management (ACM) Capability, supporting the Hd Technical Services in the effective leadership and delivery of all aspects of the DIO ACM Portfolio in support of the AM30 Programme. The function will provide a proactive, evidenced based technical capacity to support the acquisition, maintenance, operation, decommissioning and disposal of all MOD Assets.

The 2030 Vision for Asset Management across Defence Infrastructure, is that: “Asset Management capability underpins the effective management and use of the Defence Estate as a Strategic Asset, in enabling Defence capability now and into the future.”

Asset management enables realisation of value from assets by translating business objectives into decisions and actions. It does this by seeking to optimise cost, risk and performance of assets over their lifecycle at an individual asset, asset system and asset portfolio levels.

The AM30 Programme seeks to:

  • Align our objectives across the estate
  • Embed clear and consistent decision making
  • Build a long term strategic view
  • Develop risk based decision making from a position of knowledge

The Head of Asset Class Engineering will lead on the development and implementation of strategies and plans for the organisation’s Asset Portfolio, including working with Asset Management colleagues, educate engineers and other customers to develop the overall asset class-based approach, assessing the longer-term sustainability of our assets and identifying suitable interventions, including undertaking comprehensive options appraisals, developing and communicating technical solutions to clients and other customers. The Head of Asset Class Engineering will be accountable for ensuring that DIO has detailed knowledge of our asset class portfolio and that this information is fully utilised to advise any choices on investment, planned preventative maintenance and asset class lifecycle options and appraisal requirements.

At the top tier edge of DIO Technical Services Head of Asset Class Engineering is central to the development and deployment ACM into DIO and the wider MOD. As the leader and role model in Asset Class Management, the Head of Asset Class Engineering will develop and mentor others, share expertise, experience and insight becoming the trusted interface between strategic intent and operational imperatives translating, mentor and understanding to deliver optimised infrastructure value. The Head of Asset Class Engineering will pro-actively develop effective internal and external working relationships to understand the needs of others, develop solutions to improve ways of working within the asset class management community, wider Defence and its supply chains, to improve use of resources and embed learning into the service areas where appropriate.

The Head of Asset Class Engineering will lead on delivering professional advice across multi-disciplinary teams relating to asset class matters within the remit of the post. The Head of Asset Class Engineering will lead on researching and implementing solutions to problems that allow DIO to deliver ACM in a more innovative way. The Head of Asset Class Engineering will be accountable for reviewing all asset management related data so that it is accurate, timely, appropriate and robust. The Head of Asset Class Engineering will ensure that asset class management and maintenance services fully align with all organisational, legal and regulatory policies and procedures.

Desirable Experience & Skills

  • Knowledge & experience of preparing and presenting sophisticated reports on specific asset types/classes.
  • Knowledge & experience of leading asset portfolios.
  • Responsibility in a similar senior role in asset management.

Essential

  • Knowledge & experience of asset management operation and maintenance on large diverse multi-site portfolios.
  • Knowledge & experience of analysing multiple source information undertaking option appraisals delivering strategic impact.
  • Knowledge & experience of working within sophisticated multi customer programme environments.
  • Knowledge and expertise in Infrastructure Assets, Infrastructure equipment and systems.

Licences

Essential: Full UK Driving Licence required.

Qualifications

Essential: Minimum of Degree qualified in a relevant Engineering discipline.

Memberships

Essential: Chartered Engineer
Corporate Member of a relevant Professional Institution/Institute.
