Dhekelia Station sits within the Eastern Sovereign Base area of British Forces Cyprus. It’s community consists of Tri-Service personnel, UK based Civil Servants, Locally Engaged Civilians (LEC) and Contractors in which we benefit from the richness of a “One Team” approach, along with a wealth of diversity across the Station. The focus for Dhekelia Station is Operational and we currently support a large number of strategic projects currently ongoing. The Establishment Security Officer (ESyO’s) is the establishment’s senior security specialist who advises the Station Commander on all aspects of security and commands or coordinates the resources allocated to security roles. The role will have you working in conjunction with wider Security agencies across the island achieving the same goal to maintain operational effectiveness of all units and organisations on the Station and island wide. As the ESyO you will require to have a good knowledge and understanding of the following. Threats and Response levels, understand Security Risk Management, be able to deliver Education and Awareness Training, Cyber Security, Vetting, Travel Advice and understand the levels of Security Clearance.

Alongside the Security Role you will be the Fire Focal Officer who is responsible for the management of the Station Fire Safety along with the Garrison Sargent Major (GSM) and Fire Manager for Dhekelia Fire Station. Preparing Unit Fire Orders, placing in measures for fire prevention and firefighting, monthly equipment checks and testing fire alarm systems and emergency lighting.

This position is advertised at 37 hours per week.

The tour length is 4 years.

This an established MoD post within Cyprus and any Cypriot National will not be eligible to apply as a UKBC.

Job description

The Establishment Security Fire Focal Officer:

  • Assessment of Threat to the Security of the Station and the planning and implementation of countermeasures.
  • Establishment Fire Focal Point (EFFP)
  • Production and promulgation of Standing Security Orders’s to include Counter Terrorist Plans, Control of Entry Policy,etc.
  • Delivery of Security Education through J2 / Cyrus Joint Security Unit (CJSU) of all established personnel.
  • Delivery of Security exercises to bolster the CTRL Response, major incident plan / MACR.
  • Maintain and control on behalf of the HoE the Station Security Risk Register.
  • Construct Risk Balance Cases to capture risk and inform the Station Security Risk Register.
  • Manage and provide assurance to a BSyO network.
  • Act as PVRO for Dhekelia Station and administered Lodger Units. Area
  • Supervise the vetting of all Locally Employed Civilians, Contractors and associated personnel with regular access requirements.
  • Liaise with HQBFC Security Staff, Cyprus Joint Police Unit (CJPU), CJSU, Security Force Protection (SFP), Resident Infantry Battalion (RIB) and Sovereign Base Area Police to deliver effective security and force protection.
  • Maintenance of protective security through systematic reviews, checks and inspections.
  • Report and carry out initial investigations into breaches of security.
  • Assume TACOM responsibility, through the Stn Cdr, for the Eastern Sovereign Base Area Detachment of SFP. Co-ordinate with J3 HQBFC to deliver effective functional training of the SFP on an annual basis.
  • Deliver Control of Entry through effective use of AIPS Policy, Control of Entry Policy and management of the Station Pass Office.
  • Deliver effective Line Management for two Pass Office Clerks.
  • Assistant Unit FIRE Safety Officer\Fire Representatives are appointed to assist the Station Fire Safety Officer.

Desirable:

Security Specialisation Functional competence: IOP1 – Acquiring and developing specialist knowledge in Security Management.

Security Specialisation Functional competence: IOP2 – Delivering Specialist Skills in Protective Security.

Experience of working with MGS type Security provider to enable effective measurement and reporting of key performance indicators and delivery of TACOM relationship with SFP.

Good working knowledge of SISYS the Site Access Management System (SAMS). Ability to train Pass Office personnel on its use and the associated data management.

Licences

Full clean driving license

Qualifications
