Job description

The Analysis & Insights team provides analytical support to both the GGMF and the Government Commercial Function (GCF). We lead a broad range of analytical projects, from publishing official statistics to economic appraisal and evaluation.

The responsibilities for this role include:

Leading data science projects across both functions:

  • Leading data science projects across the GCG by drawing on technical and analytical standards from across government and industry;
  • Scoping and leading proactive analysis and technical tasks on priority areas, creating data science products which achieve significant impact;
  • Leading on the deep-dive analysis of commercial and grants data and clearly communicating results to the Director-level SLT and teams to highlighting opportunities for Continuous improvement;
  • Working with the digital team to map, produce, transform and test new data services, drawing on the most appropriate tools and techniques;
  • Managing a series of complex datasets held within the GCG, leading on the reconciliation of the data in these different datasets, and acting as a subject matter expert on this data for the business.

Setting an insights strategy:

  • Developing a strategy to maximise the insights drawn from grants and commercial data to support decision making;
  • Implementing this strategy, working with SCS stakeholders across government to prioritise delivery areas;
  • Developing and automating processes to drive better data management, data quality and data utilisation.

Deliver impactful analysis to senior stakeholders:

  • Lead ad-hoc analytical projects to support strategic priorities;
  • Ensure that analysis is robust and communicated effectively.

Specialist skills and requirements

Essential Criteria:

  • Degree of minimum 2:1 in a numerate subject.
  • Programming and build – Strong programming experience using a range of coding practices to build scalable data products for a range of users within a technology context (e.g. Big data, unstructured cloud). Uses Agile/Waterfall techniques and is able to work as part of a delivery team.
  • Data Science innovation – Identifies efficient and effective ways to use data science to tackle business and organisational challenges, applying innovative techniques.
  • Applied maths, statistics and scientific practices – Applies a range of scientific methods through experimental design, exploratory data analysis and hypothesis testing to reach robust conclusions. Is confident in using analytical approaches and interpreting data.
  • Ethics and privacy – Understands the ethical considerations of potential data science approaches, and the legislation applicable in this area, i.e. GDPR, DPA etc. Awareness of existing Government and other frameworks.
  • Developing data science capability – Continuously promotes professional development by expanding data science knowledge and sharing best practice across departments/industry.
  • Delivering business impact – Applies data science techniques to present, communicate and disseminate data science products to achieve and measure impact whilst maintaining user focus.
  • Data engineering and manipulation – Use data engineering and manipulation techniques to produce / improve data product performance by selecting the most appropriate tools and technologies.
  • Understanding product delivery across the life cycle – Understands the different product delivery methods and phases to contribute to decision making with impact. Use a range of data sources, analytical tools and techniques throughout the life cycle to develop and deploy robust data science solutions into the business.

Hybrid working

Cabinet Office operates a hybrid working arrangement, blending a combination of all workplace options (including home) with a Cabinet Office office identified as a base and which remains the contractual place of work.

Hybrid working means an employee working part of the week in their CO office and with their line manager’s agreement, part of the week from home.
