About the role

The Finance Team in Cambridgeshire is well regarded and is a key support service that helps the smooth running of the Council and ensures value for money for local taxpayers. Our most complex services have an allocated Senior Finance Business Partner who is their key point of contact for finance support.

This post will be providing support to our Place & Sustainability Directorate, which covers highways, delivery of major infrastructure projects, waste, and major energy schemes.

This role is intended to replace an existing member of staff who is retiring after many years of service, and is timed to ensure a handover period of at least several months.

We work on a hybrid basis at Cambridgeshire, with teams coming into the office together up to two days per week, with the option to be home or office based for the rest of the week. For the right candidate we can offer more flexibility. Re-location financial support can be provided to eligible people who move to the local area for this role.

The Job Description and Person Specification for the role are standard across all the finance posts at this level and whether you have, or have not, worked in this service area before is not important, because we will provide all the service specific support and training you require.

This role is currently subject to a market factor supplement payment of £4,500 per annum (pro-rata) until October 2023, to be reviewed thereafter.

What will you be doing?

You will be supporting allocated services through all aspects of the financial cycle, including monthly monitoring, budget preparation and closedown, and supporting on delivery of major projects.

You will line manage a small team of Finance Business Partners who provide support to parts of the directorate.

You will be working alongside other Senior Finance Business Partners in the Finance Team, as well as liaising with others across the whole council.

About you

We are looking to appoint a committed and self-motivated financial professional to support the team in the provision of a comprehensive financial support service to our customers and business partners

You’ll need to be a quick learner with the ability to translate and inform the business and strategic context in support of financial decision making. You’ll have experience of complex financial analysis and promoting budgetary control and recovery. Alongside strong technical accountancy skills you must also be a good communicator who can work closely with a range of professionals.

We are seeking a dedicated individual, focussed on providing good financial advice and support to Council services.

You will need to be a fully qualified accountant, or part-qualified accountant/qualified accounting technician with around 5+ years experience, and be able to demonstrate experience in budget setting, monitoring and planning, together with strong technical accounting skills. You should have a proven track record of undertaking complex financial analysis and possess the ability to communicate this information in an understandable manner.
