About UK Infrastructure Bank

We are the new, government-owned policy bank - launched in June 2021 - providing £22bn of infrastructure finance and partnering with the private sector and local government to finance a green industrial revolution and drive growth across the country.


Job purpose

Develop and support the execution of the Bank’s strategy and business plan, ensuring the Bank is delivering on our strategic objectives. They will own relationships with our shareholder HM Treasury relating to the development of the Bank’s strategy and business plan, working closely with functions across the Bank, and will lead on cross-cutting policy issues.


Core responsibilities

  • Leading on developing and delivering UKIB’s overall strategy, including updates to the Strategic Plan producing high quality advice to support decision making by the Bank’s Executive Committee and Board. This includes designing and coordinating components of the overall strategy, stock-takes/reviews, business plans.
  • Communicating the Bank’s strategy internally and externally, working closely with comms to ensure employees across the Bank understand how their work can deliver the strategy, and that it is understood by partners and relevant stakeholders.
  • Leading the annual business planning process, working closely with Finance, HR, the front office and with the Bank’s Executive Committee and Board to ensure an appropriate and stretching plan for the upcoming year.
  • Reviewing performance against strategy. Working closely with impact, front office and corporate functions to ‘hold a mirror’ to the Bank and understand areas of over- and under-performance against strategy to both track and report organisational delivery and to course correct if needed.
  • Develop and maintain strong relationship with our sole shareholder, HM Treasury, to ensure a successful strategy development and business planning process in line with Ministers’ strategic steer while respecting the Bank’s operational independence, and project manage relationships with relevant teams through agenda setting and issue tracking, to ensure mutual benefits are realised.
  • Support senior dialogue between the Chief Executive and wider C-suite leaders and Ministers & Permanent Secretaries / senior officials to ensure Bank can deliver on strategic objectives and its role recognised across government.
  • Ensuring the whole Bank is aware of the latest developments in specific areas of HMT policy and practice which impact on UKIB operations and strategy and ensuring communicating effectively between organisations to ensure appropriate alignment.
  • Driving project implementation on strategic cross-cutting policy issues, identifying issues, risks and opportunities and acting as a trouble shooter for functions across the Bank. Drive to resolution on issues and support decision making by the Executive Committee and Board.
  • Acting as a strategic thought partner across the organisation, helping to inject challenge and innovation across the Bank. Providing thought leadership on how the Bank can deliver a pipeline of infrastructure transactions to support these objectives, both independently and through line management of team members and through building coalitions working closely with front office and impact colleagues. Draw on own expert knowledge, evidence and networks to deliver these objectives.
  • Establish an effective strategy function which is well integrated and influential across the Bank, both through direct line management and by coaching and supporting development of colleagues in order to enable the Bank to develop and deliver on our overall strategy


Required behaviours, experience and technical skills

  • Ability to work openly, constructively, and collaboratively with a wide range of senior (CEO/Board Level) and external colleagues, influencing effectively and providing constructive challenge.
  • Experience of leading and developing teams both formally and informally.
  • Ability to set the strategic direction on policy issues, taking account of wider objectives and stakeholder interests in a relevant industry settings including but not limited to strategy consulting, financial services, government, infrastructure.
  • Ability to drive work forward, making effective decisions when faced with incomplete information, and overcome both policy and procedural barriers to progress. High standards for project delivery and execution
  • Be a skilled communicator, both in writing and in person, and passionate about contributing to the positive culture of the organisation. Ability to represent the bank with senior external stakeholders including Government, private sector and third sector partners, and build trusted relationships.
