Business Analyst Inside IR35

Contract Term: 6 months

Contracting Authority: Cabinet Office

Location: Remote - potential need to attend office on an adhoc basis.

You will identify and draw upon multiple forms of evidence to shape, define, document the current end to end user experience. Analysing the business requirements and assessing options to meet user needs. You will work with the Technical Business Analyst to ensure user and organisational requirements are mapped. An assessment of the existing business architecture will provide a baseline for identifying gaps in service and ensure alignment with the service vision and business strategy.

As aBusiness Analyst, your main responsibilities would be:

  • Undertake business analytics, including performance and productivity baselining, demand analysis, impact and feasibility analysis, scenario modelling, activity-based costings, and benefits tracking
  • Collaborate with digital programmes, customer insight, technology, policy and operations teams in the design and the delivery of services and functions, which are efficient, effective and user centric
  • Work with stakeholders to help gather and refine requirements for future operating models
  • Understand and document the baseline and current state of services and functions, including end to end processes and user journeys
  • Design future state processes, workflows, and user journeys, contributing to the production of full end to end target operating models and organisational designs
  • Support a coherent, consistent, and compelling experience for service users and employees across the end-to-end process
  • Work with delivery teams to ensure a framework for ongoing process control, performance, and compliance through the development of operational frameworks
  • Identify and manage important stakeholders, tailoring communication to their needs, and work with teams effectively and collaboratively across the organisation.


You’ll have relevant experience in:

  • Experience of defining learning management systems that balances exceptional delivery for users, with the needs of the business (managers, HR and Learning and Development leads)
  • Structured approach and analytical thinking, with the ability to translate data and insights into improved processes and workflows
  • Experience of learning and development LMS systems and processes, data analysis and modelling, with a focus on building financial activity-based cost/benefit models
  • A solid track record of delivering performance improvements, efficiencies, and enhanced user experience
  • Strong knowledge of MS Office suite/google suite and experience of working with data in Excel and databases
