Job Title: HR Manager

Salary: £32,000 - £35,000 (depending on experience)

Reporting to: CEO and Finance Manager

Location: Youth Action, 14 College Square North, Belfast, BT1 6AS.

Timeframe: 1st April 2023- 31st March 2026 (with possible extension)

The organisation has regional bases in Belfast (College Square North), Newry, Armagh, Kilkeel,

Enniskillen and Derry/L’Derry. This HR manager position will work from the Belfast office.

The Role
We are seeking an experienced HR Manager with generalist experience to provide leadership and management on all HR and people related matters within YouthAction NI. The successful candidate will bring their experience, ideally within the charitable sector to manage the end-to-end employee lifecycle from recruitment, on-boarding and training, learning and development and employee relations issues. The role will also incorporate the co-ordination of administration activities and internal and external communication management.

Reporting directly to the CEO, the role has significant responsibility and offers candidates the opportunity to make a direct impact on the day-to-day performance of the company. Key Responsibilities
1. Management of the HR Function

  • Management, implementation and regular review of Organisational policies and procedures.
  • Ensuring HR compliance across all employee relations matters.
  • Ensure the implementation of HR strategy across the Organisation.
  • Manage and coordinate employee matters, including absence, leave provisions and other matters as they arise.
  • Manage and coordinate administration within the Organisation.
  • Work in coordination with teams across the organisation to ensure maximum efficiency (Health and Safety; Risk Assessment).
  • Liaise with external HR Provider.
  • Implementing a positive culture that enables growth, development and productivity.

2. Training, Development and Retention

  • Management of end-to-end recruitment activities, ensuring equality considerations are implemented at each stage (Recruitment, Selection, Hiring, Induction, Probation,

Review etc.).

  • Active analysis of organisational gaps and proactive recruitment and retention strategies to ensure a diverse and sustainable workforce.
  • Actively build and develop training and development within the Organisation

(including short courses, in-service).

  • Manage and implement a corporate culture that embraces people development.
  • Coordination and monitoring of staff performance/appraisal reviews and staff continuous professional development.

3. Employee Champion

  • Manage and coordinate systems to ensure the upkeep of employee welfare.
  • Ensure regular staffing communication regarding welfare.
  • Contribute to Organisational mental health self-evaluation and mental health improvement plans.
  • Contribute and effectively implement an open Organisational culture that supports and values employee welfare.

4. Communication and Marketing Management

  • Manage and ensure effective internal and external communication and strategy.
  • Develop opportunities for relational team-building within the organisation and between the Belfast office and tenants.

Criteria for the Role
Essential Criteria:

  • 3rd level qualification in Human Resource Management or a Business Management related degree.
  • Chartered Institute of Personnel and Development qualified.
  • A minimum of 5 years’ experience in an HR Management or HR Generalist role.
  • Previous experience in managing employment relations on an Organisational level.
  • Previous experience of talent management on an Organisational level.
  • Experience in overseeing performance management across the Organisation.

Desirable Criteria:

  • Previous experience in a charitable sector.
  • Previous experience in managing and implementing programmes for employee welfare.
