Job Description :

We are looking for an organised and experienced Administrator to join our friendly and industrious team. This role will support the Business Partnering team along with administrative support to other areas of the People & Culture Directorate from time to time. The role is offered as aFull Time Permanent Substantive role.

Working closely with the Head of HR, HR Business Partners and People Services Advisor this role will require you to take a proactive approach in setting up or maintaining identified HR systems; dealing with HR administration and support the HR Business Partnering team in rolling out people services interventions and exploring best practice in staff solutions. There will also be some involvement in providing initial HR advise in line with the organisation’s policies and procedures and enhancing awareness and understanding amongst our staff and managers of the function.

As an outcome of the global Covid pandemic we’ve found hybrid working successful. The team currently work mainly from our Islington office based in Highbury and Islington and from home.

Communication responsibilities

  • Liaise with third party HR service providers regarding payroll and recruitment queries, signposting staff, as required.
  • Communicate Workforce Approval outcomes in a timely way following weekly panels, providing updates where they are delays
  • Communicate with external learning providers, at times negotiating on diary availability and number of training places being provided
  • Obtain quotes from external providers and present these to the Head of HR in order to ensure the organisation receives value for money
  • To design HR templates, basic staff newsletter items with key HR updates
  • To support survey designs and their returns and support analysis of data and feedback
Analytical & Judgement

  • Provide basic HR Advise against NCL ICB HR Policies and Procedures
  • Monitor queries through the HR/OD inbox and respond to the query, using judgement to know when to escalate to the HR BPs/Senior HR Adviser
On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.

Each ICS consists of two statutory elements:
  • an Integrated Care Board, bringing the NHS together with its partners locally to improve health and care services
  • an Integrated Care Partnership (ICP): the broad alliance of organisations and representatives concerned with improving the care, health and wellbeing of the population, jointly convened by the ICB and local authorities in the area.
ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
  • to improve outcomes in population health and healthcare
  • tackle inequalities in outcomes, experience and access
  • enhance productivity and value for money
  • help the NHS support broader social and economic development.
North Central London’s population is incredibly diverse, and continues to grow and change. This brings pressure and challenges for the local health and care services that NCL ICB commissions – or buys – on behalf of residents. NCL ICB works closely with Councils, providers, general practices, voluntary, community organisations, and unions, to achieve our shared aims.

Planning and Organisational

  • Support the co-ordination and administration of documents and information with regard to the weekly workforce approval panel, including maintaining central logs and processing documentation in accordance with set deadlines
  • Plan and organise Directorate meetings and activities for the wider team such as arranging meetings, training events, corporate induction.
  • Arrange HR drop-in sessions, Joint Partnership Group (JPG) meetings, formal HR hearings etc. This will include preparing agendas, diary management, room bookings, and document coordination and exchange.
  • Maintain a forward planning system to monitor manager’s compliance with Fixed Term Contracts, Sickness Absence Triggers, Appraisals, Probation period, Professional registration and right to work, escalating to the Business Partners any breaches or concerns.
  • Support planning of events eg HR learning activities, JPG and partnership meetings, and other relevant learning events.
  • Lead on timely and organized activities which support and promote Corporate Inductions
Patient services includes Professional / Clinical responsibilities

  • Patient contact is incidental
Service and Policy Development
  • Contribute to the continuous improvement of the Directorate services with regards to proactively improving systems, processes, and developing appropriate standard documentation, as required.
  • Contribute/participate in reviewing Directorate policies and procedures, where required
  • Undertake delegated project work, including research and preparation of project plans and implementation in line with good practice.
  • Work effectively as part of the Directorate Team, objectives and key performance indicators.
  • Maintain where necessary Standard Operating Procedures (SOPs) in their area of work
  • Support the team to continually strive for delivering project/function outcomes, value for money and greater efficiency
  • Research into best practice, utilising data to help inform People Services actions and to support the monitoring, progress and performance
  • Support the development of guidance, templates and promotional materials for respective activities.
