Role
Make projects progress efficiently, affordably, and safely by assisting in Cost Value Reconciliation (CVR) process
provide specialised advice in construction areas, such as Life Cycle Costing (LCC) for continuous economic appraisal of the project.
Represent the company on commercial matters relating to Framework / Project assigned to you
Support the Framework Manger & Project Mangers for your allocated projects
Represent the projects in commercial reviews with the client on a monthly basis
Ensure the companies interests are protected under the contract
Ensure the commercial obligations under the contract agreements are administered in accordance with the contract.
Populate subcontract documents
Meeting clients to determine their needs and discuss any areas that need revising for price or feasibility
Writing reports detailing costs and progress for clients
Responsibilities
Cost build up and forecasting for projects
Prepare monthly contract review evaluation reports/schedules and cost forecasts for submission to the Commercial leadership team.
Compile and submit monthly application for Payment to the client as per the contract agreement
Monitor and challenge change control with the Project Managers
Process monthly sub-contractor payment certificates
Preparation of final accounting at the end of the projects
Core Technical Competencies
Commercial Management
Able to explain and demonstrate knowledge of all of the Core Competencies
Clearly understands cyclical management reporting and reviews and can fully articulate the components of a typical reporting cycle and the inputs required by the various commercial activities
Procurement Management
Able to formulate and recommend strategy options with risks, benefits and drawbacks highlighted
Identifies risks and develops approaches to balance commercial risk , service delivery and cost
Analyses and validates key stakeholder requirements and incorporates these into the procurement process at relevant stages
Estimating and Cost Planning
Construction and engineering cost drivers
Takes account of constraints and design assumptions in estimates and is able to consult with designers to obtain appropriate levels of information and reconcile queries
Able to present estimates in reports and at meetings with stakeholders
Able to derive cost analyses of previous schemes and to benchmark prices and costs between projects and other sectors
Contract Management
Knowledge of NEC / ICHEME forms and their differences
Able to advise on appropriate forms to suit different procurement approaches
Understanding of the elements and components required to form a contract package and the inter relationship of those components
Understanding of the obligations of the parties and remedies available in construction contract standard forms
Is able to manage contracts and advise managers on application and management of contract terms, performing and advising on the principal activities of management and valuation of variations, interim payment assessments, final account assessment, issue of contract communications and instructions
Detailed understanding of the variation, prolongation and disruption processes within these contracts
Understanding of the concept of risk allocation between the parties and how this is reflected in contracts
Able to maintain contract administration records and schedules and prepare contract management plans
Able to prepare contract cost reports
Good understanding of the ethos and concepts of NEC contracts
Cost Management
Able to cost load work-stream/project programmes
Able to compile work-stream/project financial reports, recognising the importance of phased cost/value of work done forecasts and cash flows
Is conversant with standard corporate financial accounting processes and systems (eg SAP / Oracle)
Able to prepare detailed analysis of variances with explanations of reasons for differences from liaison with managers and contract managers
Understands the concept of and is able to calculate earned value
Manages costs pro-actively identifying emerging trends, recommending and implementing remedial action for adverse trends
Understands the relationship and interdependence of cost management with corporate financial management
Understands risk and contingency management
Able to ensure costs are correctly allocated and apply remedial action where not
Able to plan and deliver cost management to meet periodic reporting cycles and is able to maintain deliverables within required timescales
Able to present and explain financial reports to peers and managers

Is aware of and applies category & industry-specific negotiation approaches

Understands risk assessment and management processes
Understands the significance of confidence levels used in risk assessment tools.
Understands the process of risk review and updating, release and utilisation forecasting
Applies tools and techniques to identify and assess potential risks to commercial agreements and supplier performance
Supplier Relationship Management (SRM)
Understands the objectives of supplier management
Understands typical Key Performance Indicators required to measure performance
Capable of collating and analysing supplier performance
Compliance
Is aware of and complies with company standing orders, commercial policies, related policies, processes and procedures and knows where to locate the documents
Has knowledge of the key elements of relevant competition legislation, UK/EU Procurement Regulations, category and industry-specific legislation and codes of practice
Is able to recognise non-compliance issues and required escalation to an appropriate management level, and when to seek guidance from others
Obtains advice on issues that require specialist support (e.g. Legal, HSE functions)

Can list and explain contract requirements relevant to programme, eg Commencement Date, Key Dates, Completion Date. LDs
Is familiar with planning software (P3e / MS Project)
Understands and can explain the concept of periodic look-ahead programmes as a day to day contract management tool
Demonstrates understanding (by explanation / use of worked examples) of complex WBS / CBS structures and the how to track these
Understands and can prepare data to facilitate cost loading of programmes
Understands and can articulate in detail the relationship between time / cost
Project Management
Awareness of different roles and skill sets deployed to deliver projects
Understanding of how commercial roles fit within project teams
Recognises the effects of decisions by one function of a project team on others
Construction and Engineering
Techniques and resources deployed to deliver construction works e.g. groundworks, electrical installations, mechanical installations
Able to read and interpret design specifications and drawings
Understands the standard design stages and definitions and the level of design information produced at each stage
Value Engineering
Understands the relationship between value engineering impact and project stage
Health, Safety, Environment and Quality (HSQE)
Can pinpoint CDM Regulations role in safety and name the key named protagonists – eg Client, Employer and Principle Contractor and some of their key obligations
Can articulate a reasonable definition of quality
Is able to articulate some typical site hazards
Maintenance
Recognises the impact of quality of products and workmanship on maintenance costs
Experience/Qualifications
Quantity Surveying or equivalent
5 years demonstratable experience of medium to large projects, within the water industry others considered
