Job Description :

Gloucester Business Park at least 3 days in the office and then you will be able to routinely work from home the other 2 days and when not travelling. However, this is subject to the security classification of the work in hand, as working from home can be limited if managing / reviewing secret level material, which this role will need periodic access to.

We are currently looking for a lead for the TSO Personnel Security Branch, who will ensure the Branch it is fully engaged with all the EDF nuclear business units in the UK in delivering effective nuclear personnel security regimes including policy formulation, external stakeholder engagement and the provision of advice and support services including vetting and BPSS support and aftercare.


If successful, you will work closely with the nuclear licensees and act as the focal point of contact for all personnel security issues with the UK nuclear regulator (ONR (CNSS)), the Department of Business, Energy and Industrial Strategy (BEIS), the Centre for the Protection of National Infrastructure (CPNI) and the Cabinet Office.

Key Attributes you can demonstrate:


  • Proven people, team leadership and management ability and skills
  • Good understanding and practical experience of managing complex security threats including terrorist and insider.
  • Knowledge and experience in providing security guidance and undertaking personnel security vulnerability assessments using CPNI recognised methodologies
  • Ability to assimilate rapidly pertinent information from a variety of sources (written and spoken) and recommend clear courses of action
  • Strong communication skills, with the ability to gain people’s trust, influence outcomes and find a pragmatic balance between business and security requirements

Essential


  • Proven experience of external stakeholder management at senior level with Government, regulators and other Governmental agencies
  • Previous reputable security experience (armed forces, police or similar civilian environment including the civil nuclear industry)
  • Ability to obtain SC vetting
  • Proven ability to influence and inform
  • Strong computer literacy and numeracy
  • Risk Management


Desirable


  • Good knowledge and experience of relevant regulations and policy including Nuclear Industries Security Regulations (NISR) 2003 and Nuclear Security Assessment Principles.
  • Command and Control / Emergency decision making experience.


About us and the role


We are looking for a Personnel Security Manager, to sit on the Nuclear Baselines of both EDF Generation and NNB GenCo (HPC). Seconded into the TSO. You work closely with the TSO Nuclear Security Management Team, nuclear licensee site access and HR teams, Occupational Health and ONR (CNSS), to deliver effective and comprehensive personnel security policy and advice, requirement setting and supporting vetting and BPSS services.


This range of service delivery directly supports nuclear licensees to comply with their legal and regulatory commitments and claims made within their Nuclear Site Security Plans. This is as required under NISR 2003 and Cabinet Office vetting standards and provides the protection of their plant, staff and contractors. As a member of the Nuclear Security Management Team, your role will contribute to the overall success of the function by taking the lead in specified improvement areas; HR and OH liaison, staff engagement, planned security communications designed to improve the security culture and membership of the Trade Union Security Working Group (if required). The role also sits on the nuclear emergency scheme
